2007 Legislative Agenda

1. SUPPORT the 2nd year GARVEE Bonding budget request.

2. SUPPORT efforts to establish Community Colleges in Idaho.

3. SUPPORT Treasure Valley Air Quality Council Recommendations.

4. SUPPORT an increase in the Public Works Contractor Licensing Fee to fund additional education and enforcement efforts.

5. MONITOR possible changes to the state’s Property Tax system and corresponding changes to other tax systems.

6. MAINTAIN the current sales tax structure for the construction industry.  Oppose a sales tax on services (construction labor).  Construction already pays sales tax on the materials in a construction project (50% of the cost of a project).

7. MONITOR the cancellation of the reciprocity agreement for apprentiship programs in Washington, Oregon and Idaho.

Future Issues

8. SUPPORT additional Transportation Funding sources.  In 2007 provide education to the legislature and other stakeholders on the history of transportation funding, the need for additional funding and possible revenue sources.  Also include education on construction materials cost increases.
