Stormwater Inspection Alert

Environmental Protection Agency (EPA) Region 10 inspectors are in Idaho conducting NPDES Storm Water inspections at commercial and residential construction sites.

Basic Stormwater advice for construction sites in Idaho:

  • Complete Construction General Permit (CGP)
  • File an NOI with EPA on any job you have in progress
  • Check to see if the owner has filed an NOI
  • Make sure you have a valid (signed by a company official) Storm Water Pollution Prevention Plan (SWPPP) on site, along with a Responsible Person (staff person) who has the plan physically on site and is in charge of making sure you are following the plan with the proper BMPs.  A copy of the NOI, CGP, and inspection reports should be included in the SWPPP.  Your SWPPP should be a “living document” so keep a log of amendments.
  • Check with local municipality for specific training requirements
  • Plan for final stabilization (70% vegetation or mechanical means)

Quick note: Not having the proper Stormwater signs and permits posted at your job entrance and bad general housekeeping are two of the top reasons for an EPA inspector to make further inquiries concerning your jobsite!  Also be sure to have the proper BMPs in place to avoid mud and silt from entering the roadways adjacent to the jobsite.

ITD “Water Pollution Control Manager Certification”

 

Course Description

The Idaho AGC is offering a 2day certification course to meet the new Idaho Transportation Department requirement for General Contractors to provide weekly inspections by an ITD Certified Water Pollution Control Manager.

The course will cover EPA requirements for NPDES & Stormwater, ITD Requirements, and also includes ½ day REVIEW of inthefield Stormwater BMP’s.

Instructors

Brown & Caldwell (an AGC member firm) will bring their DOT Stormwater experts to the 2day class.

Course Fee

The course fee is $499 per person. The fee includes 2 days of instruction, course materials, coffee breaks, and course certification (upon 70% passing grade on final exam). Lunch is on your own both days. Cancellations will receive a credit for a future AGC WPCM Certification Course.

AGC Membership Requirement

Course is being offered to AGC members (Idaho or other AGC Chapter).

 

Stormwater 101

Course Description

This one day class covers the stormwater regulations for construction sites.

The Training program covers:

  • History of Clean Water Act and Compliance History;
  • How construction sites can potentially negatively affect water quality;
  • Role of Department of Environmental Quality (DEQ), EPA, local municipalities and Contractor in storm water management for projects in Idaho;
  • Basic principles of erosion, sediment control, and non-storm water/waste management control;
  • Selection and implementation of erosion control, sediment control, and non-storm water
    management/waste; management control Best Management Practices (BMPs);
  • BMP inspection, maintenance, and repair program; and
  • How to prepare Storm Water Prevention Pollution Plans, Notices of Intent, Notices of Termination, and CGPs for construction projects in Idaho.
  • Stormwater checklist for your jobsite trailer.

Students will receive a Certificate of Completion after attending this class.

Course Fee

The course fee is $125 per person for members and $150 for non members. The fee includes 1 day of instruction, course materials, coffee and snack breaks, and course certificate of completion.  Lunch is on your own and cancellations will receive a credit for a future Stormwater 101 course.

Responsible Person Training (required for construction projects in Boise, Nampa, ACHD, BSU)
Each permitted construction site within the City of Boise is required to have an individual in charge of the erosion and sediment control program. That person must have day to day control over the construction site activities and be trained and certified by Boise City.

The training program covers:
• Introduction and requirements
• Regulatory background
• Construction site Best Management Practices

Individuals attending this course will acquire the basic knowledge necessary to implement the construction site erosion and sediment control requirements or plans.

Completion of this class and passing a written examination (open book) will provide attendees with certification valid for three years.

Plan Designer Training (required for construction projects in Boise, Nampa, ACHD, BSU)
Developers, builders and contractors involved in subdivision development, multi-family housing, all commercial development and in some instances foothills construction will be required to submit an erosion and sediment control plan to the City for review and approval or modification. Plans must be prepared and signed by an individual trained and certified by Boise City.

The training program covers:
• Introduction
• Regulatory background
• ESC Plans
• Best Management Practices

Individuals attending this course will acquire the basic knowledge necessary to prepare the erosion and sediment control plan. Attendance of this course will not guarantee certification. Because this is a basic level course, designed only to provide the city requirements, attendees are requested to provide a resume detailing their experience in erosion and sediment control. Boise City will evaluate results of the written examination at the end of the class (open book) and qualifications furnished to determine if certification will be issued.
